[Quest] Actions Against Hachou

Bug Name/Quest name: Actions against Hachou

Brief Description:  I'm not sure if this is intended, but finishing the quest gives rather insane amounts of reputation towards every greater village. You can go from being a rogue, to being a hero of the Leaf in just 10 carrots, aka completing the quest.

Reproduction steps:  Get 10 carrots and turn them in to Kureiji Otoko in the hole outside of Port Hachou.
